“Let the prophets speak two or three, and let the other judge. If any thing be revealed to another that sitteth by, let the first hold his peace” (1 Corinthians 14:29-30 KJV).

The following verses show the principle of two or three witnesses:

But if he will not hear thee, then] take with thee one or two more, that in the mouth of two or three witnesses every word may be established” (Matthew 18:16 KJV).

“One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established” (Deuteronomy 19:15 KJV).

For revelation, confirmation is a matter of safety for the church. When God reveals a truth to us, we long for other members of Christ’s body to receive that same revelation and confirm it. It’s exciting to hear someone prophesy the same revelation that was so new to you when you have never told that person about the revelation.

If the Holy Spirit confirms a revelation through many members of the church, we take it more seriously. However, that doesn’t establish the revelation. Revelation isn’t established unless the Holy Spirit confirms the revelation to all the apostles.

“it is now revealed unto his holy apostles and prophets by the Spirit” (Ephesians 3:5b KJV).
